Basically a cell to electrolyse water into oxygen and hydrogen, which is again injected back into the engine to burn along with petrol. The general myth/quackery dispute point is whether the amount of energy needed to split the water molecule is recovered during its burning. The sceptics feel that you will burn more fuel charging your battery to feed the electrolysing cell, than the whole set-up will add to your fuel burn!

well... let us remember that the world laughed when Jules Verne wrote 20000 leagues undr the sea.. but now submarines are a reality... so cars that run on water is a distinct possibility.. but i think, by that time water would be too costly to drive cars anyway...

All this and more are definitely possible. The oil lobby is very powerful. Unless everybody starts to really experience the ill effects of pollution we will keep dragging our feet.
